JAKARTA (RambuEnergy.com) – The Indonesian state utility company PT Perusahaan Listrik Negara (PLN) said it is still evaluating the bid documents of participants of the tender for 5 floating storage regasification units (FSRUs). The tender was kicked off last year.
The five FSRU projects will be located in Central Indonesia, Bangka Belitung-Pontianak, Krueng Raya – Nias, Maluku-Papua and Gorontalo, Sulawesi.
The Division Head for Fuel and Gas Procurement of PLN Chairani Rachmatullah was quoted by Kontan daily as saying that the Papua FSRU tender is now in the second stage, awaiting the bid submission of the tender participants. The FSRU Gorontalo is now entering the fourth phase, namely assessment of commercial offering.
The Maluku-Papua FSRU is targeted to be operational in 2021. The Maluku-Papua will be divided into 3 clusters, in which Ambon FSRU with the capacity of 90,000 sqm will function as the hub. In addition, the bid winner will be required to develop one LNG carrier, 3 LNG feeders.
The Gorontalo FSRU, located in Sulawesi is expected to begin commercial operation in 2020. The bid winner will be required to build an FSRU, jetty/mooring and gas pipeline. The project is being offered with an Operation & Maintenance (O&M) scheme.
The Central Indonesia FSRU is now entering the last phase, namely negotiation on the pricing. This FSRU is projected to begin commercial operation in 2021. The project will comprise of LNG Carrier, LNG storage and regasification unit as well as jetty and gas pipe.
The Central Indonesia FSRU is being offered through build, own, operate, transfer (BOOT) scheme, with a contracting period of 10 years. The FSRU will supply gas to gas power plants in Maumere, MPP Flores, Sulsel Peaker, Makassar Peaker, Kalsel Peaker 1, Bima, Sumbawa, MPP Lombok, Waingapu and Kupang Peaker.
The Bangka Belitung-Pontianak FSRU is projected to begin commercial operation in 2021.
In addition, the Krueng Raya-Nias is, however, on hold, pending on the finalization of the PLN’s Electricity Supply Business Plan (RUPTL) 20190. (*)
