Indonesia announces winners of oil and gas block auctions

JAKARTA (RambuEnergy.com) – Minister for Energy and Mineral Resources Ignasius Jonan on Wednesday (May 2) announced four winners of the conventional oil and gas auctions for 2018, out of five working areas (WA) that were offered through direct offer mechanism to investors on Feb. 19, 2018.

The announcement coincides with the opening of the 42nd Indonesian Petroleum Association (IPA) convention in Jakarta.

Minister Jonan said the production sharing contracts of the working areas will be based on gross-split scheme, instead of cost-recovery based PSC.

In 2018, the energy ministry has offered 24 conventional oil and gas working areas, comprising of 5 working areas offered through direct offer mechanism and 19 WAs were offered through regular tender.

As for the winners oft he regular-tender scheme will be announced on June 19, 2018, he said.

The total investment commitment of the four WAs reached US$44.65 million, with total signature bonus handed over to the government amounting to US$3.25 million.

One WA, namely East Papua, failed to gain interest from investors, the energy ministry said.

As for oil and gas working areas offered in 2017, 5 winners have been announced, based on gross split scheme and 2 of them have signed the contract on April 5, 2018.

    Terima kasih atas artikel yang bapak tulis.

    Sangat menarik untuk dicerna bahwa Pemerintah, Pertamina dan SKK Migas sepertinya memperbolehkan perusahaan minyak untuk go ahead dalam melakukan eksplorasi di offshore pulau seram dengan menggunakan teknologi 2D Seismic yang notabene merupakan teknologi “maaf – usang” yang kehandalannya dalam menyisir area seluar 500 Km persegi di perairan laut dalam seperti di Indonesia Timur sangatlah diragukan.

    Dari tahun 2009 – 2012, negara tetangga kita Timor Leste dengan gencar melakukan drilling (+/- 65 sumur baru dibor) di seputaran perairan deep sea Laut Timor yang bila kita pelajari, memiliki karakteristik geologis yang hampir sama dengan perairan laut dalam di Maluku. Sayangnya ANP (SKK Migas-nya Timor Leste) mengkonfirmasikan penemuan hampir 90 % dryhole dari kampanye tersebut. Teknologi apa yang digunakan pada saat itu : 2D & 3D Seismic.

    Apa yang dilakukan pada waktu itu bertumpu pada asumsi yang sederhana namun keliru. Bahwasannya, berhubung Laut Timor memiliki indikasi surface akan potensi kandungan hydrocarbon yang tinggi maka teknologi basic konvensional seperti 2D & 3D Seismic akan dengan mudah menemukan minyak & gas.

    Yang terjadi adalah jauh panggang dari api. Alam bertakdir lain. 3 tahun mencari minyak, jutaan dolar dikucurkan untuk eksplorasi, interpretasi seismic dan drilling campaign – yang ada hanyalah temuan hampir 90 % sumur kosong (Dry holes).

    Sampai saat ini, walaupun malu-malu, banyak praktisi di negara tersebut yang akhirnya setuju bahwa teknologi seismic tidak lagi bisa diandalkan untuk menemukan “easy oil” seperti yang terjadi di era 60 – 70 an di negara kaya minyak seperti Saudi Arabia maupun Texas & Colorado, US.

    Pertanyaan sederhana saya adalah apakah kita benar-benar serius ingin menemukan cadangan sumber daya minyak dan gas yang baru?.
