PLN awards Cogindo, Aecom, Bagus Karya consortium to develop PLTG/MG Riau Peaker, MPP Package 5

JAKARTA (RambuEnergy.com) – State electricity company PT Perusahaan Listrik Negara (PLN) has awarded an engineering, procurement and construction (EPC) to a consortium of PT Bagus Karya, US-based Aecom and PT Cogindo Daya Bersama to develop gas/gas engine power plant (PLTG/MG) Riau Peaker with installed capacity of 200 MW.

The EPC contract, which is valued US$140 million, was signed by PLN and representatives of the consortium on Friday (March 17). The contract signing shows the project is now moving forward after a tender launched last year failed to attract investors.

The project will be locaed in Duri, Pekanbaru, Riau, Sumatera Island.

Initially, the project is offered to independent power producer (IPPs). However, since the project failed to lure IPPs, PLN now changed the mechanism to develop the project into an EPC mechanism. Private investors only developed and involved in the project as EPC contractor.

Director for Procurement of PLN Supangkat Iwan Santoso said earlier that the project failed to attract IPPs as its capacity is too small. PLTMG will be spread in Riau Islands. Gas will be distributed to the power plant through mini LNG vessel at volume of 16.8 billion British thermal unit (BBTU) per day.

The project construction is scheduled to begin this year and completed in 2018.

MPP Package 5

In addition, the consortium was also awarded by PLN to develop mobile power plant (MPP) package 5 with installed capacity of 100 MW, with EPC contract value of US$133 million.

The MPP Package 5 will be located in three areas, namely Ambon (30 MW), bau-Bau (30 MW) and Jaya Pura (40 MW).

Cogindo Daya Bersama was established on April 15, 1998 and began operating on July 1, 1998. The company’s shares are 99.99% owned by PT Indonesia Power, a wholly owned subsidiary of state electricity company PLN.
