Indonesia Power launches bid for 150 MW of Grati Add On Block 2 Project

JAKARTA (RAMBUENERGY.com) – PT Indonesia Power, a subsidiary of state utility company, PT Perusahaan Listrik Negara (PLN) invites bidders, either in the form of joint operation or consortium, to participate in the international competitive bidding for the engineering, procurement, construction and commissioning (EPCC) of Grati Add On Block 2 Project with minimum net dependable capacity of 150 MW, located in Pasuruan, East Java.

The project will add the existing Block 2 with HRSG (s) and Steam Turbine Generator. The project will be financed by PT Indonesia Power’s owned fund, it said.

The bid will be conducted in one stage with two envelopes, it said in a statement.

The power plant project is part of the government’s 35,000 MW acceleration program and in order to increase electricity power supply to industry, business and household in Java-Bali power grid.

The company sets general qualification criteria for a bidder as follows:

  1. Bidder shall be a joint operation/consortium between foreign company from OECD country which has diplomatic relation with Indonesia and local company.
  2. The maximum number of members in a joint operation/consortium shall be three companies.
  3. The bidder shall have experience in last 10 years at least one block of Combined Cycle Power Plant EPC project with minimum capacity of 600 MW or two blocks of CCPP EPC project with minimum capacity of 400 MW each, which is already successful in operation.
  4. Any member of company of the bidder at the time of bidding process shall not under a suspension or blacklisted by PLN group or any government instrumentally for any reason whatsoever. In addition, in the last ten years does not have record of unsatisfactory performance, including poor claims history and defective workmanship, such as one power plant project or any other related works which is experiencing delays for more than one year, or has more than two ongoing power plant projects or any other related works that have been delayed for more than six months.
