JAKARTA (RAMBUENERGY.com) – The Indonesian Energy and Mineral Resources Ministry has kicked off the tender process for 15 oil and gas Working Areas (WKs), comprised of 14 conventional oil and gas WKs and 1 non-conventional oil and gas WK.
The offer, announced during the Indonesia Petroleum Association (IPA) 40th convention here on Friday (May 27), was the first round of oil and gas WK offer for this year.
Director for Upstream oil and gas Djoko Siswanto said the government applies new concept in offering this round of oil and gas WKs, in which the terms and conditions of each WK is based on the owner estimate on the economic viability of the project for the government.
Secondly, the bidders may set or offer different split (open bid split) for each WKs as long as the split portion for the government, after deducted with tax, is larger than the split received by the contractor. The bidders must also set signature bonus.
Thirdly, the government will assess which bidders that will provide the most attractive scheme.
The WK offer by bidders is based on: first the financial capability and technical commitment of the bidders and secondly, combination of commitment, the amount of signature bonus and the split offer.
Following is the conventional WKs that are being offered in the first round auction 2016:
Regular tender:
1. South CPP, Onshore Riau
2. Oti, Offshore Kalimantan Timur
3. Suremana I, Makassar Strait
4. Manakarra Mamuju, Makassar Strait
5. South East Mandar, Offshore Sulawesi Selatan
6. North Aguni, Onshore Papua Barat
7. Kasuri II, Onshore Papua Barat
Direct proposal
1. Bukit Barat, Offshore Kepulauan Natuna
2. Batu Gajah Dua, Onshore Jambi
3. Kasongan Sampit, Onshore Kalimantan Tengah
4. Ampuh, Java Sea
5. Ebuny, Offshore Sulawesi Tenggara.
6. Onin, Onshore dan Offshore Papua Barat.
7.West Kaimana, Onshore dan Offshore Papua Barat
Non-Conventional oil and gas WK which is offered through regular tender:
1. Batu Ampar, Onshore Kalimantan Timur.
The auction timelins is as follows:
– Tender document access: June 15 – August 5, 2016.
– Clarification Forum: June 20 – August 5 2016.
– Submission of tender documents: August 8 2016.
